Le Finistère a fourni peu de personnalités d'envergure nationale. Un homme a pourtant mené une carrière exceptionnelle sous la iiie République. Mais son action est aujourd'hui largement méconnue et s'il est resté dans les mémoires c'est davantage comme le père du célèbre cardinal Jean Daniélou que pour son engagement politique. L'itinéraire de Charles Daniélou n'a pourtant rien de banal. Né en 1878 à Douarnenez, ville dont son père, républicain anticlérical, est le maire, il quitte sa famille à vingt ans pour tenter l'aventure littéraire dans le Paris de la Belle époque et de l'affaire Dreyfus. Jeune poète, il publie alors ses premiers textes et s'engage dans le combat antidreyfusard de la Ligue de la patrie française. Romancier puis journaliste à L'Echo de Paris, il devient en 1910 député conservateur de Châteaulin et maire de Locronan en 1912. Engagé à droite durant vingt ans, il rompt avec son camp après la Première Guerre mondiale pour rejoindre Aristide Briand qui lui ouvre les portes d'une carrière d'envergure nationale à gauche. Député radical jusqu'en 1936, sous-secrétaire d'Etat à cinq reprises dans les gouvernements du Cartel des gauches, président de la Gauche radicale, ministre quatre fois, il fut l'un des deux seuls Finistériens à devenir ministre sous la iiie République. Maire de Locronan pendant trente-deux ans, il fut à l'origine du classement de ce site historique, et par ses écrits et son adhésion à l'Union Régionaliste Bretonne, il manifesta toute sa vie un profond attachement à la Bretagne. De la littérature à l'extrême droite, de la droite à la gauche, de Barrès à Briand, de Neuilly à Locronan, autant d'engagements, de rencontres, de lieux et de passions pour cet homme qui en mêlant, par un subtil dosage, pragmatisme, convictions et opportunisme, fut l'un des rares Finistériens à jouer au début des années 20 et des années 30 un rôle non négligeable dans la vie politique française. What accounts for the success of free trade against then prevailing mercantilist doctrines? And how well has free trade withstood various theoretical attacks that have challenged it since Adam Smith's time? In this readable intellectual history, Douglas Irwin explains how the idea of free trade has endured against the tide of the abundant criticisms that have been leveled against it from the ancient world and Adam Smith's day to the present. An accessible, nontechnical look at one of the most important concepts in the field of economics, Against the Tide will allow the reader to put the ever new guises of protectionist thinking into the context of the past and discover why the idea of free trade has so successfully prevailed over time. Irwin traces the origins of the free trade doctrine from premercantilist times up to Adam Smith and the classical economists. In lucid and careful terms he shows how Smith's compelling arguments in favor of free trade overthrew mercantilist views that domestic industries should be protected from import competition. Once a presumption about the economic benefits of free trade was established, various objections to free trade arose in the form of major arguments for protectionism, such as those relating to the terms of trade, infant industries, increasing returns, wage distortions, income distribution, unemployment, and strategic trade policy. Discussing the contentious historical controversies surrounding each of these arguments, Irwin reveals the serious analytical and practical weaknesses of each, and in the process shows why free trade remains among the most durable and robust propositions that economics has to offer for the conduct of economic policy.
